How many people, for how long

These are ICE's own monthly figures, reproduced without smoothing or interpolation. A missing month breaks the line rather than being filled in.

00a

Four framing figures

Each figure carries its own boundary: what it counts, who published it, and the window it covers. Read the boundary before quoting the number.

USD, billionsAttributed finding

$45B

Appropriated for ICE detention capacity

P.L. 119-21 enacted July 4, 2025

CBO's estimate identifies $45 billion under section 70101 of the enacted reconciliation law for ICE detention capacity.

USD, billionsAttributed finding

$38.3B

Reported planned detention infrastructure spending

Reported February 13, 2026, plan runs through end of 2026

Reuters reported an internal planning document describing $38.3 billion in detention spending. This is a reported plan, not an executed obligation total.

bedsAttributed finding

92,600

Planned detention beds

Target date November 2026, reported February 13, 2026

A planning target described in reporting on an internal ICE document. A target is not a count of beds in operation.

deathsAttributed finding

52

Reported deaths in ICE custody

January 20, 2025 through June 4, 2026 (first 500 days)

HRW and PHR reported 52 deaths in ICE custody within this bounded window. The figure is a count within that window only, and does not itself establish cause or preventability for any individual death.

ICE's average daily population: the sum of people detained each day of the month divided by the number of days reported.

Months the workbook reports as zero are omitted rather than plotted. The line breaks across omitted months; it is never interpolated.

Fiscal-year workbooks are republished during the year. July 2026 covers a partial month because ICE pulled the data on July 20, 2026.

Where the traced money concentrates

Shares below are of the awards this project has indexed. They are not shares of the federal detention market.

Who controls the beds in this dataset

Denominator: represented award dollars, $5.7B total

Shares are of the awards recorded in this dataset only. They are not shares of the federal detention market, and they are not company revenue.

This directory carries every one of the 208 facility rows ICE prints in its fiscal 2026 detention workbook, plus 6 sites this project documents from records outside that workbook. ICE's own scope note reads: "This list is limited to facilities that have a population count of greater than or equal to 1 as the time of the data pull. This list does not include HOLD, HOSPITAL, JUVENILE, MIRP, or ORR facilities." A detention site can therefore be absent from the workbook and still have held people. Absence is absence from an extract, not from the detention system.

04

Where the detention money lands

The four figures below answer four different questions and are never added together. Each names how many of the awards in this ledger reported it.

Current award value
$6.1B

28 of 28 awards reported

What the government has committed to buy so far. Not cash paid.

Obligated
$5.3B

28 of 28 awards reported

Legally committed. Not cash paid.

Outlayed
$2.7B

26 of 28 awards reported · 2 not reported

Cash actually disbursed, as reported. Obligation and outlay are separate reported fields; the records do not explain the difference between them.

Potential value
$8.3B

28 of 28 awards reported

The ceiling if every option is exercised. It may never be reached.

What detention contracts buy

Detention spending is not one purchase. Read from each award's own description, the ledger this project holds splits into detention and transportation, medical staffing, guard services, and renovation of buildings ICE already owns.

  • Detention and transportation

    $2,360,086,452.4244.2% of ledger

18 awards · $1,152,883,060.82 outlayed · 3 also names medical services in the same order

The award description records detention services, in most cases bundled with transportation. The record never prices the two separately.

  • Transportation and removal flights

    $1,315,441,460.4324.6% of ledger

    2 awards · $799,863,630.85 outlayed

The award description records chartered flights or ground transportation of people in ICE custody. It records movement bought, never any individual movement performed.

  • Medical staffing

    $895,845,086.5716.8% of ledger

    4 awards · $413,987,825.73 outlayed

The award description records medical or clinical staffing services. It does not record care delivered.

  • Renovation of ICE-owned structures

    $426,409,728.248.0% of ledger

    2 awards · $19,476,540.81 outlayed

The award description records renovation of an existing ICE-owned structure to serve as a processing and detention facility.

  • Supervision outside detention

    $270,442,488.545.1% of ledger

    1 award · $270,442,578.35 outlayed

The award description records supervision of people outside detention facilities. This money is not detention spending and is never added to it.

  • Guard services

    $71,571,580.901.3% of ledger

    1 award · $71,399,829.91 outlayed

The award description records guard services. Guard scope is one component of running a facility and does not establish the operator role.

The pale bar is money obligated; the solid bar inside it is money reported as outlayed. Shares are shares of the $5,339,796,797.10 obligated across the awards this project has ingested — not of federal detention spending, which is far larger and not fully indexed here.

Categories are read from each award's own recorded description. Where one order bundles detention with transportation or medical services, the record prices the components together and this chart does not split them.
