The acquisition middlemen

Before a single person is detained in a warehouse, ICE pays firms to find the building, judge it, design it and buy it. Two of those firms hold sole-source contracts worth $42.1 million in obligations between them, both signed under authorities that required no competition — and the deliverables they produced are not in any public record we hold.

What the records state

ICE hired outside firms to find detention property, judge it and buy it. Two of them — KPB Services LLC and SK2 LLC — hold acquisition contracts the award record reports as sole-source, carrying $35,859,864.15 and $6,279,840 in obligations as of 2026-08-22. The award records establish the contracts, the roles, the amounts and the dates. They do not name the buildings, they do not identify who owned KPB Services LLC when ICE cited an ownership-based authority to skip competition, and they do not show how either firm valued a property. We could not obtain the deliverables.

This page reviews the records we hold for KPB Services LLC and SK2 LLC, their separate Navy WEXMAC TITUS vehicles, the reported ownership change at KPB Services LLC, three warehouse projects at Williamsport, Surprise and Social Circle, and the six companies a congressional inquiry wrote to on March 29, 2026. It is not a survey of every firm ICE uses to acquire property.

These firms sit between a federal procurement decision and the building the government ends up owning. Who ICE selects, what scope it writes for them and what it obligates to them shape which properties reach a purchase file at all — so the selection, the scope and the compensation are part of how the acquisition decision was made.

The records on this page establish contracts, roles, amounts and dated events. They do not by themselves establish improper influence, overpayment, self-dealing or a conflict of interest.

    ICE awarded a single-award due diligence and concept design vehicle, 70CMSW26D00000001, to KPB Services LLC on 2025-10-30, and placed one order under it on 2025-11-28 obligating $29,914,916.

  • 02

    That order carried $35,859,864.15 in obligations as of 2026-08-22, after a single change-order modification on 2026-04-24 added $5,944,948.15. Outlays through that date were $34,726,128.15.

  • 03

    Both the vehicle and the order record only one source, cite FAR 6.302-5(a)(2)(i), and were not posted to the government-wide point of entry.

  • 04

    ICE awarded a separate real property acquisition-services contract, 70CMSW26C00000002, to SK2 LLC on 2026-01-07 at $5,980,800, reaching $6,279,840 after modification P00002 on 2026-06-04. That award records one offer received under FAR 6.302-1.

    Both awards are firm fixed price, both record that cost or pricing data was not obtained, and both are coded to real estate brokerage services rather than construction.

    Neither award record names a property. The KPB order's modification of 2025-12-05 states its purpose was to add a facility to the award without naming it.

Anything a publisher reported is attributed to that publisher and is never promoted to an official fact. This page does not establish that any award was improper, that any figure was inflated, that any competition requirement was evaded, or that any party acted unlawfully. ICE awarded one contract under an authority tied to who owned the recipient. A publisher reported that ownership changed four months before the largest modification.
