Follow the money

The Florida power ledger

A detention company reports how much it gave in one state. The state's own transaction export does not yet carry the filing lineage needed to match that report line by line. This page publishes what is established — the company's own figures, the official identity of the recipient accounts, the public roles, and the state's separately documented enforcement decisions — and holds every recipient-level row back until the numbers reconcile exactly.

01

What the company says it gave

The three Florida figures come from the company's own unaudited political-activity report, alongside the approval policy the company says applies to them.

Company-reported approval policy

  • General Counsel review
  • CEO and CFO approval for contributions greater than $500

What this does not establish

The report states the company's general policy. It does not prove that a particular contribution request was reviewed or approved exactly as described.

What this does not establish

The aggregate is not a transaction ledger and does not identify every recipient, exact contributing subsidiary, refund, amendment, report lineage, or government action.

02

Reconciliation status: zero rows published

The official Florida retrieval ran against every configured contributor alias. The export it returned cannot be reconciled to the company disclosure, so no recipient-level row is published.

The $542,600 difference between the company aggregate and the secondary discovery rows is a coverage difference, not a finding. Reporting windows, contributor aliases, amendments and source coverage are not yet reconciled, so the difference is not described as missing, unreported or unexplained money.

What this does not establish

Secondary discovery rows are not public transactions. The official Florida export, filing lineage, exact entity match, and separate category reconciliation have not passed.

Publication gates

  • Passed · official-row — All rows originate in the Florida Division of Elections contribution export.
  • Failed · filing-locator — The export carries no original report or filing locator column, so no row can be tied to a specific original or amended report.
  • Failed · recipient-identity — The export gives display names only. It carries no official committee account ID or official committee type.
  • Failed · contributor-entity — Rows carry filed contributor strings only. Exact legal-entity resolution across The GEO Group, Inc., GEO Care, LLC and the other configured names is unresolved.
  • Failed · amendments-refunds — The export carries no amendment or refund status column.
  • Passed · calendar-window — Requested and returned window is 01/01/2025-12/31/2025.
  • Failed · category — No official candidate/committee category column is present; category cannot be derived from a display suffix.
  • Passed · duplicate-preservation — Two exact-fingerprint repeat groups were preserved, not deduplicated.
  • Passed · search-absence — Six aliases returned header-only responses, recorded as coverage notes.
  • Passed · historical-controls — No historical PAC 49915 or CCE 37278 row entered the corporate-treasury aggregate.
  • Passed · privacy — Address, city/state/zip and contact columns are stripped from normalized output; raw bytes are retained unpublished.
  • Passed · causation — No contribution-to-decision claim is produced.

What this does not establish

A successful retrieval is not a reconciliation. These rows are not published transactions and the difference between them and the company aggregate is not a finding.

The retrieved total is neither an official candidate total nor an official committee total. The export has no official category, locator or amendment field, so it cannot be reconciled against the company disclosure.

What this does not establish

An official account identity is not a transaction. No amount is attached to any account on this page while recipient-level rows remain withheld.

04

Who holds the institutional authority

Four public offices, each published from its own source, with no contribution attached to any of them.

Public office and a political-finance discovery lead are separately sourced facts. This page does not establish that money caused or influenced an official action.
