Accountability dossier

A high-population Louisiana DIGSA. ICE's own 2019 oversight inspection records the facility as owned and operated by LaSalle Corrections, and released modifications name the Concordia Parish Sheriff's Office as the local signatory to agreement 70CDCR19DIG000004. What the government pays under that agreement is still not on the public record, and neither is a current title record or a current detailed inspection.

Partial dossier · Last reviewed August 26, 2026

Owner, operator, and local signatory now rest on ICE's own records: a 2019 oversight inspection naming LaSalle Corrections, and released modifications naming the Concordia Parish Sheriff's Office. A current title record, the agreement's rate and payments, and a current detailed inspection remain unresolved.

No federal award record currently indexed in this dataset names this facility.

What this does not establish

The award record does not establish how much has been paid out, nor that the appropriation was passed for this facility specifically.

Identity caution — rows kept separate

River and Concordia Parish Correctional Facility are distinct neighboring identities

Louisiana’s directory prints separate names and addresses six numbers apart on Highway 15.

What this does not establish

Physical proximity and a shared parish do not establish one facility, one operator, or shared events.

Partly resolved · record obtained August 26, 2026

Open question: Establish the current property owner and private operator, or mark them unknown.

ICE's own oversight inspectors recorded the owner and operator. The Office of Detention Oversight report on its November 19–21, 2019 inspection states that the facility opened in 2001 and is owned and operated by LaSalle Corrections, and that LaSalle Corrections provides food services and medical care there. That is an ICE-recorded fact as of November 2019. For the present day, the only reviewed indicator is ICE's current facility page, which routes video-teleconference and reception contact for the facility through lasallecorrections.com addresses. No deed, parcel record, or current agreement was obtained, so the owner and operator of record today are carried as continuing rather than re-established.

How the records settle it The inspection's Facility Overview is written by the inspecting agency, names the company in the ownership and operation sentence, and separately assigns food service and medical care to the same company. The present-day indicator is weaker in kind: an agency contact directory using the company's email domain, which shows who answers for the facility, not who holds title.

Still open No title record was obtained. Whether LaSalle Corrections still owns the real property, and which LaSalle entity holds it, is unestablished. The inspection's bed-capacity and average-population figures are redacted, and no later ICE inspection report naming the owner or operator was found.

What this does not establish

This does not establish current ownership from a title record, name a corporate parent or subsidiary, or attribute any condition, finding, or expenditure at the facility to the named company.

Resolved · record obtained August 26, 2026

Open question: Identify the local counterparty that signed the DIGSA.

The local signatory is the Concordia Parish Sheriff's Office. ICE released two executed modifications to intergovernmental service agreement 70CDCR19DIG000004, titled by the agency as the Concordia Parish (River Correctional Center) IGSA. The provider block names the Concordia Parish Sheriff's Office at 4001 Carter Street, New Court House Building Room 6, Vidalia, Louisiana, with unique entity identifier FM41FJJATGQE. The agreement is dated February 1, 2019 and the continuation sheets print a period of performance running to January 31, 2024.

How the records settle it The provider block, agreement number, and date fields of an executed Standard Form 30 released by the contracting agency, with the facility named in ICE's own title for the document.

Still open The base agreement was not obtained; only two modifications were. Whether the stated period was extended past January 31, 2024, and under what terms, is unestablished, and the signatures and modification numbers on the released pages are redacted or illegible.

What this does not establish

Naming the signatory does not establish who operates the facility day to day, what the sheriff's office is paid, whether it subcontracts operation, or that the agreement is still in force.

Still unresolved · record obtained August 26, 2026

Open question: Obtain the agreement rate, obligations, outlays, or payments.

The money is still not on the record. The two released modifications print no per-diem rate, no bed guarantee, and no total obligation; the only dollar figure on them is $0.00, attached to a non-funding modification that adds a contracting officer's representative. Searches of the federal award dataset on August 25, 2026 returned no award under agreement number 70CDCR19DIG000004 and no Homeland Security award of any kind to the Concordia Parish Sheriff's Office — its only federal award in the dataset is an Army law-enforcement services contract unrelated to detention.

How the records settle it A read of both released modifications for financial fields, plus a recorded keyword and recipient search of the federal award dataset across contract and indefinite-delivery-vehicle award types for fiscal years 2015 through 2026.

Still open The rate, the bed commitment, the obligations, and the payments remain unobtained. ICE's disclosure library holds only these two modifications; the base agreement and any later modifications would have to come from a records request.

What this does not establish

An empty search result is not evidence that no money moved. Intergovernmental detention agreements are frequently absent from the federal award dataset, and absence there establishes only what the dataset does not carry.

Who is involved, and on what basis

  • Contracting authorityU.S. Immigration and Customs Enforcement

No effective period printed in the indexed record

ICE lists River as a DIGSA facility in its current detention-management collection.

    What this does not establish

The reviewed sources do not establish the rate, obligations, outlays, or payments under the agreement.

  • Intergovernmental counterpartyConcordia Parish Sheriff's Office

    February 1, 2019 — January 31, 2024

Executed modifications to intergovernmental service agreement 70CDCR19DIG000004, released by ICE, name the Concordia Parish Sheriff's Office of Vidalia, Louisiana as the provider and print a period of performance of February 1, 2019 to January 31, 2024.

    What this does not establish

The released modifications do not establish whether the agreement was extended past January 31, 2024, what the sheriff's office is paid, or that it operates the facility itself.

  • OwnerLaSalle Corrections

No effective period printed in the indexed record

ICE's Office of Detention Oversight recorded, in its report on the November 19–21, 2019 inspection, that the facility opened in 2001 and is owned and operated by LaSalle Corrections. No later record of ownership was obtained.

    What this does not establish

An inspection sentence is not a title record. It does not establish which LaSalle entity holds the property, when ownership began, or that the same party owns it today.

  • OperatorLaSalle Corrections

No effective period printed in the indexed record

The same ICE oversight report records the facility as operated by LaSalle Corrections, with the company providing food services and medical care. ICE's current facility page routes video-teleconference and reception contact through lasallecorrections.com addresses, which is consistent with continued operation but is a contact directory, not an agreement.

    What this does not establish

This does not establish the operator's current contract, its terms, or responsibility for any condition, finding, or death at the facility.

  • Medical providerLaSalle Corrections

No effective period printed in the indexed record

The November 2019 ICE oversight report states that LaSalle Corrections provides food services and medical care at the facility.

    What this does not establish

This records the arrangement as of the 2019 inspection. It does not establish current medical staffing, a subcontractor, or the quality of care provided.

Lanes are shown side by side because they share a facility and a calendar, not a cause. Chronological proximity does not establish causation.

Only dated events are plotted. Records carrying an as-of or dataset-cutoff date, such as ICE’s fiscal-year population aggregates, are listed in the table instead, because a data-pull date is not the date something happened.

Open research questions

These are the gaps the reviewed record set names. A question listed here is unanswered, not answered in the facility's favour, and this list does not claim to cover everything unknown about the facility.

No title record was obtained. Whether LaSalle Corrections still owns the real property, and which LaSalle entity holds it, is unestablished. The inspection's bed-capacity and average-population figures are redacted, and no later ICE inspection report naming the owner or operator was found.
