Accountability dossier

Joe Corley began this documented era as a Montgomery County property that GEO Group says it had managed since 2008 under a county contract. GEO announced it bought the facility from the county on June 7, 2013 for approximately $65 million and expected roughly $27 million in annual revenue from it. ICE still publishes a Montgomery County intergovernmental agreement for the site, and GEO's facility page lists both ICE and the U.S. Marshals Service as clients. ICE's fiscal 2026 workbook reports an average daily population of 861.9 and prints no guaranteed minimum. The purchase price, the company revenue forecast and the federal agreement are held apart here: none is federal spending measured against another, and no total is computed across them.

Partial dossier · Last reviewed August 21, 2026

Published as partial, with unusually strong ownership and acquisition coverage. Identity, the county-to-company ownership sequence, the operating relationship from 2008, the private purchase price, the company revenue forecast, the federal agreement identity, both federal customers, the inspection history and current population are established. The agreement's financial terms, the title-holding entity, the ICE and Marshals Service allocation, the capacity change and every inspection finding are not.

Identity caution — rows kept separate

Two ICE facilities sit on Hilbig Road in Conroe and are never merged

ICE prints a separate workbook row for the Montgomery ICE Processing Center at 806 Hilbig Road in the same city. This dossier covers only 500 Hilbig Road. Shared road, city, area of responsibility and federal customers do not make one facility, and no figure from either row is carried across to the other.

Who is involved, and on what basis

  • OwnerMontgomery County, Texas

No effective period printed in the indexed record

GEO's acquisition announcement states that it purchased the Joe Corley facility from Montgomery County, Texas, and that the transaction closed on June 7, 2013.

    What this does not establish

The construction date, the county's financing history, the original title date, or whether a county affiliate rather than the county itself held title.

  • June 7, 2013 — no end date printed

GEO announced the completed purchase of the facility from Montgomery County effective June 7, 2013, and a later SEC mortgaged-properties schedule lists the Joe Corley property among the company's own properties.

    What this does not establish

Which subsidiary currently holds the deed, the lien balance, the financing terms, or that the publicly traded parent holds title directly.

  • January 1, 2008 — no end date printed

GEO's acquisition announcement states the company had managed the center since 2008 under a contract with Montgomery County, and GEO's current facility page presents the center as a company location serving ICE and the U.S. Marshals Service. The start is carried at year certainty: the sources print a year, not a day.

    What this does not establish

An exact 2008 start date, the ownership start date, every subcontracted service, or uninterrupted operation across every intervening contract period.

  • Intergovernmental counterpartyMontgomery County, Texas

No effective period printed in the indexed record

ICE's FOIA library identifies 70CDCR18DIG000013 P00036 as the Joe Corley Detention (Montgomery County) intergovernmental service agreement, and GEO's announcement describes the county contract chain.

    What this does not establish

County ownership after June 2013, current payment terms, any county fee, or county involvement in day-to-day operation.

  • Federal agencyU.S. Immigration and Customs Enforcement

No effective period printed in the indexed record

ICE prints the facility in its fiscal 2026 workbook, publishes it in its detention-facility directory, indexes inspections for the site, and indexes the Montgomery County agreement under the facility's name.

    What this does not establish

Any price, per diem, obligation or payment, the share of the facility ICE uses, or how beds are allocated between ICE and the U.S. Marshals Service.

  • Federal agencyU.S. Marshals Service

No effective period printed in the indexed record

GEO's current facility page lists the U.S. Marshals Service alongside ICE as a client of the center, and the 2013 acquisition announcement described both federal customers.

    What this does not establish

The Marshals Service population, bed share, revenue share or contract terms, or that any figure printed in ICE's workbook covers Marshals Service detainees.

Lanes are shown side by side because they share a facility and a calendar, not a cause. Chronological proximity does not establish causation.

Only dated events are plotted. Records carrying an as-of or dataset-cutoff date, such as ICE’s fiscal-year population aggregates, are listed in the table instead, because a data-pull date is not the date something happened.

What this dossier does and does not establish

Establishes

  • Joe Corley Processing Center, Joe Corley Detention Center and Joe Corley Detention Facility name the same 500 Hilbig Road property in Conroe, Texas.
  • GEO Group states it managed the facility under a Montgomery County contract from 2008.
  • GEO Group purchased the facility from Montgomery County on June 7, 2013 for approximately $65 million and forecast roughly $27 million in annual revenue from it.
  • ICE publishes a Montgomery County intergovernmental service agreement identity, 70CDCR18DIG000013 P00036, for the facility.
  • GEO currently identifies both ICE and the U.S. Marshals Service as clients and reports a capacity of 1,517.
  • ICE reports a fiscal 2026 average daily population of 861.9, no guaranteed minimum, and a December 2024 inspection rated Pass.

What this does not establish

  • The current agreement value, obligations, outlays, per diem, county fee, or how costs and beds are allocated between ICE and the U.S. Marshals Service.
  • That the $65 million purchase price was federal spending, or that it may be added to any federal or forecast figure.
  • That the $27 million forecast was actual or current revenue.
  • When, how or whether physical capacity changed between the 2013 and current company figures.
  • That company accreditation scores establish an absence of deficiencies or are comparable to an ICE inspection finding.
  • That every listed service is performed directly by employees of the operating company.
  • Any death, conditions violation, negligence, preventability, or causation between money, a company and any harm.

Open research questions

These are the gaps the reviewed record set names. A question listed here is unanswered, not answered in the facility's favour, and this list does not claim to cover everything unknown about the facility.

  1. No civil rights memorandum found in the published DHS collection

    Searched — nothing released

On the search date, the DHS Office for Civil Rights and Civil Liberties published collection contained no investigation or recommendation memorandum naming this facility. This is a search result, not an event, so it is not plotted on the timeline and not counted as legal evidence. Locator: CRCL recommendation and investigation memoranda collection.

Collection searched · August 20, 2026 · not an event date

    What this does not establish

Absence from the published collection does not establish that no complaint was filed, investigated, or substantiated. CRCL does not publish every memorandum.

  2. The executed agreement and its payment pages were not parsed

    Searched — nothing released

ICE indexes 70CDCR18DIG000013 P00036 but publishes no value, per diem, obligation or payment in the reviewed entry, and no award record in this dataset names the facility. No federal money figure is published for Joe Corley, and no allocation between ICE and the U.S. Marshals Service is computed. Locator: ICE FOIA library entry 70CDCR18DIG000013 P00036.

    What this does not establish

That no federal money flows to this facility. Absence of an indexed amount is a gap in this dataset, not a finding about spending.

  3. No deed identifies the current title-holding entity

    Searched — nothing released

The reviewed packet contains the company's acquisition announcement and an SEC property schedule, but no deed or county title instrument. The dossier therefore names the corporate parent as owner on the company's own statements and leaves the specific title-holding subsidiary unresolved. Locator: SEC mortgaged-properties schedule.
