Accountability dossier

Irwin County Detention Center at 132 Cotton Drive in Ocilla, Georgia is printed in ICE's fiscal 2026 workbook as a U.S. Marshals Service intergovernmental agreement row holding women and men, with an average daily population of 213.4, an average length of stay of 12.7 days, a blank printed guaranteed minimum, and an Office of Detention Oversight inspection dated March 24, 2026 with no final rating printed. DHS OIG report OIG-22-14, issued January 6, 2022, recorded both compliance and specific medical, continuity and communication deficiencies, expressly did not review the gynecological-procedure approval process, and four of its recommendations were later closed administratively because ICE had left the facility rather than because remediation was verified. ICE stopped housing people there after September 3, 2021 and the historical contract ended October 7, 2021; the historical LaSalle relationships are bounded to that era and no current owner or operator is established. One reviewed Human Cost record, Jesus Manuel Arenas-Silva, is carried here as a transfer-origin relationship only; the death is not assigned to this facility.

Partial dossier · Last reviewed August 22, 2026

Published as partial. Strong historical OIG and lifecycle evidence plus current workbook re-entry and a multi-facility Human Cost relationship. Current owner/operator, agreement, payment, reactivation, and inspection details remain unresolved.

Identity caution — rows kept separate

This dossier covers exactly one facility identity

The OIG report and workbook align on the same Ocilla facility. The OIG establishes the 2021 ICE exit; the FY2026 workbook establishes later federal use under a USMS IGA row. Held apart and never merged: Folkston D. Ray ICE Processing Center; Folkston Main or Folkston Annex; Irwin County Jail or other county facilities.

Money, population, inspections, litigation and harm on one calendar

The facility record beside the money record

Lanes are shown side by side because they share a facility and a calendar, not a cause. Chronological proximity does not establish causation.

Only dated events are plotted. Records carrying an as-of or dataset-cutoff date, such as ICE’s fiscal-year population aggregates, are listed in the table instead, because a data-pull date is not the date something happened.

F

What this dossier does and does not establish

Establishes

  • A historical ICE/LaSalle era ending in 2021.
  • A later FY2026 federal-use row classified as USMS IGA.
  • Historical OIG findings with explicit positive, deficient, and excluded areas.
  • Administrative closure of four recommendations due to ICE departure, not remediation.
  • A multi-facility transfer relationship for Jesus Manuel Arenas-Silva.

What this does not establish

  • Current owner or operator.
  • Exact reopening date or current agreement terms.
  • That historical findings persisted or were corrected.
  • That the litigation damages claim was paid or adjudicated.
  • That one facility caused or exclusively owns the transfer death.
  • Withheld from publication: Historical LaSalle roles and current USMS workbook classification do not establish current operator or owner.
  • Withheld from publication: Exact October 2025 reopening is secondary/advocacy reporting without a reviewed primary current contract.
  • Withheld from publication: Administrative closure due to ICE exit is not remediation and current use does not prove persistence.
  • Withheld from publication: Jesus Manuel Arenas-Silva died during transport between facilities; do not assign the death exclusively to Irwin or Folkston D. Ray.

Reviewed name matches

  • ICDC — Reviewed abbreviation. The OIG report and workbook align on the same Ocilla facility. The OIG establishes the 2021 ICE exit; the FY2026 workbook establishes later federal use under a USMS IGA row.
