Accountability dossier

Elizabeth Contract Detention Facility at 625 Evans Street in Elizabeth, New Jersey is printed in ICE's fiscal 2026 workbook as a contract detention facility in the Newark area of responsibility, with an average daily population of 282.2 against a printed guaranteed minimum of 328 and an average length of stay of 13.8 days. A federal district-court opinion states that CoreCivic has leased the property and operated the facility since 1993; CoreCivic leases rather than owns it, and disclosed in its first-quarter 2026 filing that the third-party lease runs through June 30, 2027. ICE awarded CoreCivic a new indefinite-delivery vehicle beginning June 1, 2026 with an ordering end date of May 31, 2031. In July 2025 the Third Circuit held New Jersey's civil-immigration-detention contract ban invalid as applied, over a dissent. This is not Delaney Hall in Newark.

The facility record beside the money record

Lanes are shown side by side because they share a facility and a calendar, not a cause. Chronological proximity does not establish causation.

Only dated events are plotted. Records carrying an as-of or dataset-cutoff date, such as ICE’s fiscal-year population aggregates, are listed in the table instead, because a data-pull date is not the date something happened.

What this dossier does and does not establish

Establishes

  • One Elizabeth facility identity at 625 Evans Street, distinct from Delaney Hall.
  • CoreCivic is the current award recipient and operator and leases the property from a third party.
  • The current award vehicle runs from June 1, 2026 through an ordering end date of May 31, 2031.
  • The lease disclosed in the first quarter of 2026 was scheduled through June 30, 2027.
  • The Third Circuit majority invalidated New Jersey's contract ban as applied; a dissent disagreed.
  • Company revenue and federal award data are separate financial objects.

What this does not establish

  • That the lease will end without extension or that the facility will close in 2027.
  • That the government has committed to order through 2031.
  • A current real-property title beyond the reviewed court record.
  • That the appellate holding says anything about facility conditions.
  • That the vehicle amount and child order can be summed.
  • That company revenue equals federal obligations or payments.
  • Detailed findings behind the 2026 Pass rating.

Reviewed name matches

  • Elizabeth Detention Center — Company, court and common name for the same 625 Evans Street facility printed in ICE's workbook.
