Accountability dossier

ICE announced on February 26, 2025 that it had reached an agreement with the owner of Delaney Hall to reopen it for immigration detention in Newark. The next day GEO Group announced a 15-year fixed-price contract for support services at the company-owned, 1,000-bed facility. ICE's fiscal 2026 workbook now reports an average daily population of 811.7 against a printed guaranteed minimum of 700, and records an August 28, 2025 inspection marked Pass. Since May 2026 the public record here is mostly a record of access: state health inspectors were denied full access on May 28 and again on June 24, the Attorney General sued for court-ordered access on June 2, the governor received a controlled tour without detainee contact on June 8, and a civil-rights investigation was opened on August 7. None of those records establishes a condition inside the building.

Conditions, the state's inspection findings, the contract hierarchy, and any case-level record for the August 2026 death report are not.

B

Who is involved, and on what basis

  • No effective period printed in the indexed record

GEO's February 27, 2025 announcement describes Delaney Hall as a company-owned, 1,000-bed facility. ICE's statement the previous day refers to an agreement with the facility's owner. No reviewed record prints an acquisition date, and the announcement date is not treated as one.

    What this does not establish

When the company acquired the property, which entity holds title, any financing terms, or present-day ownership.

  • February 27, 2025 — no end date printed

GEO announced a 15-year fixed-price contract with ICE to provide support services at Delaney Hall on February 27, 2025, and New Jersey's June 2, 2026 filing and announcement identify GEO as the company that operates the facility. The start date carried is the announcement date, which is the earliest reviewed record of the support-services relationship, not a first-intake date.

    What this does not establish

That the company performs every service at the site, the division of duties with ICE, the identity of any medical provider, or the current contract terms.

  • Federal agencyU.S. Immigration and Customs Enforcement

February 26, 2025 — no end date printed

ICE announced the reopening of the facility for federal immigration processing and detention on February 26, 2025 and prints Delaney Hall as its own row in the fiscal 2026 detention-statistics workbook.

    What this does not establish

Any price, per diem or payment, or how the announced 15-year contract relates to any specific award identifier in the federal ledger.

Lanes are shown side by side because they share a facility and a calendar, not a cause. Chronological proximity does not establish causation.

Only dated events are plotted. Records carrying an as-of or dataset-cutoff date, such as ICE’s fiscal-year population aggregates, are listed in the table instead, because a data-pull date is not the date something happened.

What this dossier does and does not establish

Establishes

  • ICE announced an agreement with the facility's owner to reopen Delaney Hall for immigration detention on February 26, 2025.
  • GEO Group describes the facility as company-owned and announced a 15-year fixed-price support-services contract with ICE on February 27, 2025.
  • ICE's fiscal 2026 workbook reports an average daily population of 811.7 against a guaranteed minimum of 700, with an inspection ending August 28, 2025 rated Pass.
  • State health inspectors were allowed only limited access on May 28 and June 24, 2026; New Jersey sued for court-ordered access on June 2; the governor received a controlled tour on June 8; a civil-rights investigation opened on August 7.

What this does not establish

  • That company revenue expectations were federally obligated, outlayed or paid.
  • How the announced 15-year contract relates to the indexed federal award.
  • That any condition described in the state filings was observed or substantiated by inspectors.
  • That limited access proves a condition or a legal violation.
  • A merits result in the lawsuit or the civil-rights investigation.
  • A countable death, its cause, its preventability, or responsibility for it.
  • That the Pass rating means no deficiencies existed.

Reviewed name matches

Open research questions

These are the gaps the reviewed record set names. A question listed here is unanswered, not answered in the facility's favour, and this list does not claim to cover everything unknown about the facility.

  1. An August 2026 death report is withheld pending case-level records

    Searched — nothing released

A state statement referred to a death at the facility in August 2026 without establishing identity, an exact date, cause, the custody chronology, or an ICE death review. That does not meet this project's threshold for a person record, so no harm record exists, no count is incremented, and the report appears nowhere in the timeline, CSV or JSON. Plural phrasing in the same statement is not read as a second case. Locator: Attorney General announcement, August 7, 2026.

Collection searched · August 21, 2026 · not an event date

    What this does not establish

That a death did or did not occur, its cause, whether it was preventable, or that anyone is responsible.

  2. The August 2025 inspection report text is not indexed

    Searched — nothing released

ICE's workbook prints the inspection date, standard and rating, but the Office of Detention Oversight report itself was not located in a published collection on the search date. Locator: ICE FY2026 workbook row.

Collection searched · August 21, 2026 · not an event date

    What this does not establish

That the report contains no findings.

  3. No record connects the announced 15-year contract to the indexed award

    Searched — nothing released

This project holds the company's description of a 15-year fixed-price contract and, separately, the federal award record 70CDCR26FR0000050 for detention and transportation at Delaney Hall. No reviewed record establishes whether the order sits under the announced contract, alongside it, or apart from it. The three money layers — company contract description, company revenue expectation, and federal award figures — are never summed. Locator: GEO announcement; USAspending award record.

Collection searched · August 21, 2026 · not an event date

    What this does not establish

  4. The findings from the limited state inspections are not published here

    Searched — nothing released

The state said it would review and share what the Department of Health saw during the limited portions it was allowed to inspect. No published findings document from those visits was located on the search date. Locator: Governor's statement, May 28, 2026.

Collection searched · August 21, 2026 · not an event date

    What this does not establish

That the limited inspections found nothing, or that findings do not exist.

  5. No civil rights memorandum found in the published DHS collection

    Searched — nothing released

On the search date, the DHS Office for Civil Rights and Civil Liberties published collection contained no investigation or recommendation memorandum naming this facility. This is a search result, not an event, so it is not plotted on the timeline and not counted as legal evidence. Locator: CRCL recommendation and investigation memoranda collection.
